The line item that goes missing

A turn-key pool price generally covers about three feet of concrete around the water. That is enough to walk on. It is not a deck. Everything past it — the patio, the path, the pad for the furniture, the steps down from the house — is priced separately, and it is where two quotes for "the same pool" quietly diverge.

When you compare bids, compare square footage of hardscape first. It is the fastest way to find out whether you are looking at the same project twice.

Fencing is code, not an upgrade

Hamilton County adopted the 2018 International Swimming Pool and Spa Code on September 15, 2021, effective January 1, 2022. Barrier requirements come with it. A pool that passes construction inspection and fails on the barrier is a pool you cannot use.

Ridge lots, retaining walls and the Soddy-Daisy rule

Flat backyards are the exception across much of Hamilton County. On a sloped ridge lot, holding the deck level means retaining walls, and retaining walls are structural work with their own engineering, drainage and inspection path.

In Soddy-Daisy, any retaining wall over four feet requires an engineer's stamped drawing. That is a real cost and a real calendar item, and it belongs in the budget before the pool shape is chosen, not after the excavator arrives.

Is fencing included in a pool quote?
Usually not, and it is not optional. Barrier fencing is required by code around a residential pool in Hamilton County. The survey puts 300 linear feet at about $8,538, so budget it from day one rather than discovering it at inspection.
